Government Formation

Introduction

A government may be formed under the authority of CLOUT.

Requirements

A government formed under the authority of CLOUT must meet the following requirements:

  1. The government should recognize itself as an official government institution.
  2. The government should recognize CLOUT as the official government of the world.
  3. The government should have a region over which it exercises legal authority.
  4. The government should have a constitution with foundational policies describing law, structure, and procedures.
  5. The government should maintain a list of founders, officers, and employees.
  6. The government cannot be associated with a fraudulent financial scheme known as "government debt".
  7. The government cannot tax.

Government Name

A government may have a name in addition to "Government of ...". For example, CLOUT is the Government of the World.

Positions

A government can have founders, officers, and employees.

Founders

The founders of the government are the individuals who formed the government, and may be officers and employees of the government. All founders of the government may call themselves a "founder" ("Founder") of the government.

Officers

The officers of the government are the individuals who hold official positions at the government, and may be employees of the government. For example, Chairman, President, Governor, Mayor, Council, Clerk, Treasurer, Senator, Representative, Ambassador, Secretary, Chief of Staff, Director, Administrator, and Attorney are all official positions and officers of a government.

Employees

The employees of the government are the individuals who are employed by the government. The employees of the government may include the founders and the officers of the government. The employees of a government should be paid on a regular schedule by the government.

Contractors

A government may contract work out to contractors. Contractors are workers who are not considered founders, officers, or employees of the government, and may be paid hourly or in fixed amounts.
