Current State

Sentiments at the Los Angeles Police Department (LAPD) have recently shifted towards CLOUT at great cost of trust with a significant and dangerous population (enemy) of the Los Angeles metropolitan area. The area is now in a state of turmoil where the LAPD does not have the force to engage the enemy, while the enemy does not want a confrontation with the LAPD.
