Government of the World

Preamble

In order to promote the general welfare of the people, maintain order and stability, and establish justice for the good people of the World, I establish as God and King of the World the Constitution of CLOUT.

Article 1: Citizen

I officially recognize the CLOUT Citizen (citizen). A citizen is any individual who recognizes CLOUT as the official government of the world.

Rights

1. Liberty (freedom from oppression).
2. Freedom of speech.
3. Right to bear arms.

Place of Residence

A place of residence is a place where an individual resides or lives.

Place of Business

A place of business is a place where an individual conducts business (sells goods for money).

Burglar

A burglar is an individual who enters a place of residence or a place of business without permission.

Authorizations

1. Citizens are authorized to defend their place of residence or place of business from burglars.
2. Citizens are authorized to execute the authorizations for citizens defined in Authorizations.

No Taxes

Citizens do not pay taxes.

Article 2: Law

I officially establish the Law of CLOUT (law). The law governs all documents of CLOUT. The law is enforced by law enforcement.

Crime

A crime is an act that breaks or violates a rule defined in this document.

Criminal

A criminal is an individual who commits a crime.

Victim

A victim is an individual who suffers a crime.

Murder

Murder is an unlawful or unauthorized act of killing.

Rape

Rape is the penetration of the mouth, vagina, or anus of a victim's body with the body part or sex organ of a rapist without the victim's consent.

Rapist

A rapist is a criminal who commits rape.

Fraud

Fraud is an intentional act of deception, false representation, or concealment for the purpose of legal or financial gain.

Fraudster

A fraudster is an individual who commits fraud.

Rules

2. No severe physical assault / aggravated assault.
3. No assault with a deadly weapon.
4. No vehicular assault.
5. No rape.
6. No sexual assault.
7. No sexual abuse / sexual exploitation.
8. No animal cruelty
9. No theft.
10. No burglary.

14. No drunk driving.
15. No resisting arrest.
16. No falsifying information.
17. No making terroristic threats.
18. No attempted murder.
19. No unauthorized graffiti.

22. No possession of explosives, explosive precursors, or fireworks.
23. No possession of child pornography.
24. No possession of marijuana / cannabis.
25. No possession of cocaine.

27. No possession of ecstasy (MDMA).
28. No possession of methamphetamine.
29. No possession of ketamine.
30. No possession of LSD.
31. No possession of psilocybin.

33. No establishment of death camps / concentration camps / extermination camps / killing centers.

Fraud of CLOUT

Fraudsters may try to commit fraud against CLOUT. CLOUT will never issue or post any document outside of this website (https://cloutsworld.com/).

Article 3: Law Enforcement

I officially establish law enforcement as the police and the sheriffs. A member of the police is a police officer. A member of the sheriffs is a sheriff. A law enforcement officer is a police officer or a sheriff.

Criminal

A criminal is an individual who breaks or violates the law.

Justice

Justice is punishment for a crime. Justice should be impartial, unbiased, righteous, fair, good, and truthful.

Membership

Law enforcement officers are officially employed by a law enforcement agency (police agency, police department, police division, sheriff's office). Law enforcement officers are not employed by CLOUT.

Authorizations

1. Law enforcement officers are authorized to carry firearms at all times.
2. Law enforcement officers are authorized to perform the duties defined in this document.
3. Law enforcement officers are authorized to wear uniforms.
4. Law enforcement officers are authorized to wear badges.
5. Law enforcement officers are authorized to have physical locations.
6. Law enforcement officers are authorized to have websites.
7. Law enforcement officers are authorized to have vehicles.
8. Law enforcement officers are authorized to decorate their vehicles with the branding of their law enforcement agency, department, or division.
9. Law enforcement officers are authorized to have blue lights, red and blue lights, or red and blue and white lights mounted on top of their vehicles or on top of their vehicle dashboards.
10. Law enforcement officers are authorized to detain or arrest any individual.
11. Law enforcement officers are authorized to search any individual.
12. Law enforcement officers are authorized to incarcerate any individual.
13. Law enforcement officers are authorized to use force on any individual resisting arrest.
14. Law enforcement officers are authorized to use deadly or lethal force against any individual.
15. Law enforcement officers are authorized to confiscate at their discretion any items or material from an individual.
16. Law enforcement officers are authorized to govern their own agency, department, or division.

Duties

1. To enforce the law.
2. To maintain superior physical performance and aesthetics.
3. To regularly patrol the jurisdiction of the law enforcement agency.
4. To answer calls from the public.
5. To administer justice.

Appearance

A law enforcement officer should be in uniform and wear a badge to perform his or her duties.

Killing

If a law enforcement officer kills a criminal, the law enforcement officer's law enforcement agency is responsible for disposing the criminal's body.

Police Detective

A police detective is a police officer who collects information to solve a crime.

Deputy Sheriff Investigator

A deputy sheriff investigator is a deputy sheriff who investigates a crime.

Administration of Justice for Police

The police detective should make a judgment, decide on a punishment, and sentence a criminal after collecting all available information about the crime. The police detective should use the collected information to discern the truth of the crime. The police agency, department, or division should ensure that the criminal receives the punishment. The judgment and sentencing of the criminal should be held in a courthouse.

Administration of Justice for Sheriffs

The deputy sheriff investigator should make a judgment, decide on a punishment, and sentence a criminal after fully investigating the crime. The deputy sheriff should discover the truth about the crime and come up with a punishment for the criminal from his or her investigation. The sheriff's office should ensure that the criminal receives the punishment. The judgment and sentencing of the criminal should be held in a courthouse.

Covert Police Officer

A covert police officer (undercover police officer) is a police officer who does not wear a uniform but carries a badge and performs duties as assigned to him or her by his or her police agency, department, or division.

Citizen Authorizations

Law enforcement officers should know the authorizations for citizens defined in Authorizations.

Article 4: Currency

I officially establish currency as the CLOUT Dollar. The CLOUT Dollar is the official currency of CLOUT and the world.

Currency Code

The currency code of the CLOUT Dollar is "CLOUTD".

Currency Symbol

The currency symbol of the CLOUT Dollar is "CLOUT$".
